Europäische Bürgerinitiative zum Bedingungslosen Grundeinkommen angenommen

Die Registrierung der Europäischen Bürgerinitiative (EBI /Eu. Citizen Initiative) zum Bedingungslosen Grundeinkommen durch die Europäische Kommission wurde am 14.1.2013 offiziell bestätigt, das berichtet der Österreicher Klaus Sambor – er ist Vorsitzender des europäischen Bürgerkomitees zur Durchführung dieser Bürgerinitiative.

„Das Bürgerkomitee bestehend aus über 50 Personen aus 15 Ländern hat die für die Europäische Bürgerinitiative notwendigen Vorarbeiten geleistet und wird die gemeinsame Kampagne ehrenamtlich tragen“, berichtet Sambor, „es sind damit die großen Länder Deutschland, Frankreich, Spanien, Großbritannien und Polen vertreten, aber auch die kleineren wie Slowenien, Griechenland oder Österreich.“

Ziel der Bürgerinitiative ist es, das Bedingungslose Grundeinkommen auf europäischer Ebene breit zu diskutieren, um es schließlich einzuführen. Konkret soll erreicht werden, dass die Kommission alle ihre zur Verfügung stehenden Möglichkeiten ausschöpft, um die mit der Einführung eines Grundeinkommens verbundenen Fragen zu klären, und dass sich die Europäische Kommission diesbezüglich mit den Mitgliedstaaten, bei denen die Zuständigkeit für soziale Fragen liegt, koordiniert.

Derzeit wird das europaweite Online-Unterschriften-Sammelsystem aufgebaut, das frühestens Mitte Februar zur Verfügung stehen wird. Intensiv wird derzeit auch der Start der einjährigen Kampagne vorbereitet, die in Kürze der Öffentlichkeit vorgestellt werden wird.

• the citizens' committee has been formed and the contact persons designated;
• according to our analysis of the suggested legal basis (or, if inconclusive, of other possible ones), the proposed initiative does not manifestly fall outside the framework of the Commission's powers to submit a proposal for a legal act of the Union for the purpose of implementing the Treaties;
• the proposed initiative is not manifestly abusive, frivolous or vexatious; and
• the proposed initiative is not manifestly contrary to the EU values as set out in Article 2 of the Treaty on European Union.

The organiser account is protected by the European Commission Authentication Service (ECAS). Both the representative and his/her substitute have to create an ECAS username and password when logging in for the first time. ECAS usernames and passwords are strictly personal.
